On 17th October, 2018, Sofiya Zhylkaidarova, Perizat Nurlankyzy and Anel Kassabulatova, members of the working group on assessment of legislation impeding competition participated in the work of the roundtable conference titled ‘Improving Anti-Corruption Legislation Phase II’ in Astana. The roundtable conference was organized by the Republican Public Association, ‘The Bar of Commercial Lawyers – Kazakhstan Bar Association’ (KazBar) with the support of the Center for International Private Enterprise (CIPE) and the National Chamber of Entrepreneurs of the Republic Kazakhstan ‘Atameken’ (NCE Atameken). Representatives of business associations, academics and legal practitioners took part at the roundtable. The participants presented and discussed, among others, the regulatory impact analysis of normative legal acts and its methodology, the analysis of legislation impeding competition in the field of processing industry, the analysis of legislation impeding competition in the field of electricity and the supply of gas, steam and air-conditioning
These critical topics also prompted an active discussion among participants on the issues relating to restriction of competition in processing industry and electricity and improvement of legislation and enforcement practices in these matters. In her presentation, Sofiya Zhylkaidarova focused on issues such as regulation of volume allocation of oil products, state price regulation of oil products, development of an institution for oil refinery planning and processed products for producers of oil products.
