1. Tax Reporting Forms and Rules
On 20 December 2018, the forms of tax returns and the rules on their filling were amended by the Order of the Finance Minister of Kazakhstan No.1095. The amendments came into force starting from 1 January 2019.

2. Financial Statements: Forms, Filling and Submission Rules
On 21 January 2019, the forms of financial statements and the rules on their filling and submission were amended by the Order of the Finance Minister of Kazakhstan No.40. The Order came into force on 25 January 2019 and applies from 1 January 2019.

3. Tax Audit Rules and Requirements for its Submission
On 16 January 2019, the tax audit rules and requirements for its submission were amended by the Order of the Finance Minister of Kazakhstan No.21. The Order will be effective from 8 February 2019.

On 17 January 2019, the rules on personal accounts conducting were amended by the Order of the Finance Minister of Kazakhstan No.24. The Order is effective from 1 January 2019.

5. Forms of Tax Statements
On 27 December 2018, the tax statement forms on offsetting and refund of taxes, on payments to the budget, on customs payments, on penalties, on interest and on fines were amended by the Order of the Finance Minister of Kazakhstan No.1115. The Order is effective from 1 January 2019.

6. VAT Exemption for Sales of Medicines and Medical Products
On 28 December 2018, the Tax Code was amended by the Law of the RK No. 211-VI. The amendments came into force starting from 19 January 2019 and introduced the exemption from VAT on sales of medicines and medical products.

7. Rules of Disclosure of a Taxpayer's’ Information to Banks and Other Organizations Carrying Out Certain Types of Banking Operations
On 27 December 2018, the rules on disclosure of a taxpayer's’ information to banks and other organizations carrying out certain types of banking operations were amended by the Order of the Finance Minister of Kazakhstan No.1114. The Order is effective from 20 January 2019.

8. Rules of Submission of the Information, Necessary for Currency Control by the Ministry of Finance of the RK to the National Bank of the RK
The Joint Order of the Minister of Finance No. 1098 and of the Chairman of the National Bank No.528 approved the rules for the submission of the information required for currency control. The Joint Order comes into force on 1 July 2019.

9. Tax and Customs Administration
On 24 January 2019, some issues of tax and customs administration were amended by the Order of the Finance Minister of Kazakhstan No.45. The Order comes into force on 10 February 2019.

On 18 January 2019, the regulations on the State Revenue Committee of the RK were amended by the Order of the Finance Minister of Kazakhstan No.26. The Order is effective from 18 January 2019.

11. Rules for Payment, Distribution, Transfer and Return of a Single Cumulative Payment in the Form of PIT and Social Payments
On 18 January 2019, the rules for payment, distribution, transfer and return of a single cumulative payment in the form of PIT and social payments were approved by the Decree of the Government of the RK No.4. The Decree came into force on 21 January 2019 and is effective until 1 January 2024.

12. Rules for Writing Off the Penalties and Fines, Upon Payment of the Debt
On 21 January 2019, the rules for writing off the penalties and fines, upon payment of the tax debt were approved by the Order of the Finance Minister of Kazakhstan No.39. The Order comes into force on 8 February 2019.

13. Rules for the Formation of a Risk Management and Internal Control System for the Central Depositary
On 28 December 2018, the rules for the formation of a risk management and internal control system for the central depositary were approved by the Resolution of the Board of the NB of the RK. The Resolution came into force on 29 January 2019.

14. The Templates on Transfer Pricing Reporting and Guidance on How to Fill Them In
On 24 December 2018, the Templates of Local file, Master file and Country-by-Country Reporting on transfer pricing and the submission rules were approved by the Order No. 1104 of the Finance Ministry of Kazakhstan. The Order is effective from 1 January 2019.

15. Convention for the Avoidance of Double Taxation between Kazakhstan and Croatia
The Law of the RK No. 214-VI dated 8 January 2019 “On ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Croatia on avoidance of the double taxation and prevention of the tax evasion with respect to taxes on income and its Protocol” was enacted on 21 January 2019.
